When Do You Start Getting Purple Perks?

Pretty sure they're rare perks or something. What level do you start getting them? Also, are you able to use them for all killers/survivors if they're purple?(How do you use a character's perk on another character)

Some Perks will never be Purple, they're the ones that go Yellow>Yellow>Green.
Then there's the ones that go Yellow>Green>Purple & Green>Purple>Purple.

Yeah, you gotta get Perks multiple and up to 3 times for their max ability.

You need to get a thing called a Teachable Perk on their Bloodweb. The first one comes when you're at level 30. Buying it will make the Perk appear on other people's Bloodwebs.
