So we complain about hook swarms but now there is a perk that basically penalizes survivors if they don't? I'm not seeing where this make sense. :\

Cause leather faces default power punishes hook swarms, therefore this perk comes in handy to punish the smarter ones. Also it gives you valuable info of whether they are working on gens or not

It rewards the killer for leaving the hook and go hunting.

Seriously though it's gonna crap on the stealth game for 4secs unless you run Ss, maybe.

mainly because he ♥♥♥♥♥ all over hook swarming.

The game will flow better this way and encourage killers to hunt and get those extra BP. It also solves the gen rush. Killlers will prioritize gens being worked on by more than one survivor.
