Also who said devs want a stealth game? Surely the thrill of this game is the chase. And the doc makes those possible by outing the hiders.
I think what people are doing wrong is zapping the whole time. A chase is still a chase. You just need to run and bash. Zapping seems like more of a location tool than a weapon.
