The default Shred cool-down lasts for 2.25 seconds.
If Shred hits a Pallet, the cool-down will last for 2 seconds.
If Shred hits a Survivor, the cool-down will last for 3 seconds.
Shred must be charged to at least 65 % to ensue in a pounce, otherwise The Demogorgon will perform a normal Lunge.
Shred increases The Demogorgon's Field of View by 15 ° and boosts his Movement speed to 460 % or 18.4 m/s, for a maximum distance of 11 metres.
Shred will go forward about 8.89 to 11.65 meters over a period of 0.483 to 0.633 seconds.

How do you know it was 65% vs 100%
I was "Shreding" pallets at the same length of time (M2) I was "Shreding" survivors, but, as I said, only 2 of ~40 hits registered
(I noticed his hands slightly twitch after about 2-3 seconds, but it is so slight vs Dr's fist as to make me think this is just the animation and not a visual que for anything.)
Shred takes 1 second to charge, and can only be released at 65% i.e. 0.65 seconds.
In between the 0.65 seconds and the full 1.00 seconds, the time at which you release will make a small difference, around 1 to 2 meters less lunge the earlier you release.
There is no in-game indicator if its fully charged or not. You will have to time it yourself. This is a thing with the majority of stuff for killer. ( I believe survivor has a few things like that as well but overall they have taken a lot of the guess work away for survivors. While killers still have to do that with some of their stuff. Thankfully that has changed a little with some of the changes fairly recently. )

Just a BTW/FYI. Sometimes even 1 second does not become a full charge. I am not sure why its like this. But it is.... Hope this information helps you out.
If there's targets nearby you'll get the "red pentagram thing" as you said earlier.
I think this comes down to bad design on the devs side. With Dr, Nurse, Huntress, LF, HillBilly, you are given a visual or audio que to let you know you maxed your charge. Dr's hand sparks, Huntress "PLING", Saws have a visual bar...
