Doing it that way means you always have a decent loadout, which makes it easier to level them up.
You don't mind an overly long grind? Level them all together.
The one issue with leveling them together:
You will unlock the teachable perks at about the same time. This will drop a bunch of perks into the RNG of the blood web. So it may take a lot longer to get that perk on another character (as you decrease the odds of it showing up).
By picking which characters to level first based on the perks you want to unlock makes the game a bit more enjoyable imho.
If you focus on one first, you'll get perks, items, offerings, etc. a lot faster and find a perk selection that suits you the best.
If you want to take things slow and can live with getting perks you like slower, you can level everyone at once.
