Does sloppy butcher stack with Hemorrhage status effect ?

Kinda dumb question bc why would any1 want them to bleed even more but w/e

Nope, it is a perk that applies a debuff status.

Statuses do not stack, the strongest effect will take place.
So whichever makes them bleed the strongest will be applied.
