Uumm, you don't. Monitor increases your TR in chase.
Decrease your terror radius while in a chase sounds weird to me, I can't see the upside to that. If anything, you want a bigger terror radius for perks like Infectious Fright or the Legion's killer instinct while frenzied.
On top of that it only powers up when you hook the obsession, and it constantly changes the obsession. Plus it stops working once the obsession dies. That's kinda weird, right? It feels like it was designed to encourage killers to go after rescuers instead of tunneling the person off the hook, but what's the point? Like, you're not really getting much out of a reduced terror radius during chases and you'll eventually kill the obsession anyway and that nullifies the perk completely. It's not really worth it.
I assume the idea is that a reduced terror radius during a chase is supposed to help with surprising survivors you temporarily lose in the middle of a jungle gym or something? But let's be real, most survivors use the red light and not the terror radius to know where the killer is during a chase. And during chases killers tend to be real close anyway, so its not like the reduced terror radius helps them.
I guess it might have synergy with Shape's perks? Which is the best I can say for it really. I guess in a really niche situation like you're racing a survivor towards a hook and you're not going to be able to stop the rescue... but your reduced terror radius prevents BT from activating and you tunnel the survivor it could work. But that sounds super gimmicky.
