The killers shack always contains two lockers, as well as four more if the basement is also in the shack. As we see the Huntress stores extra hatchets in them, this is probably technically the same of all killers who (again, in universe) store possessions in their shack.
This is likely meant to represent how Jason had a little hidey hole in the woods around Crystal Lake. It wasn't a super well defended fortress, it was just a little place for him to store weird junk he had.
Curiously in earlier concepts the killer was meant to be able to reach the rooftop of the shack and drop down from the hole in the middle to ambush survivors.
I only go to the basement if I can get more than one person on a hook at once. If anybody goes in you can usually get the guys you just hooked back, or injure whoever went down there.
If its one guy trying to loop me outside my own home I'm gonna take a walk around the gens instead.
If its just that one guy, I think I can take the L. I'm not always the right killer for the loop.

Or a stealth killer jumping down from up there and pulling you of the gen inside.
More often than not it does feel like the Killer Shack favors survivors more than killers, with the exception being when the basement is in the shack.
While the pallet is there, yeah.
It's why its so important to play around it, Survivors want to save the pallet until they need it (injured, death hook, preferably both) and Killers want to try and force it down as early as possible.
The problem is that then the killer shack becomes a strong area for them to retreat to. Especially if they constantly see you break off a chase when they get there, they'll start leading you there every time you spot them.
It used to be the same with infinite loops, people would run there as soon as they get caught.
They're not really able to use it once the pallet is gone though, it's not particularily safe without it. Especially since you can see them either through the open window or the holes in the opposite wall so you're able to maintain vision for mindgaming the vault and build bloodlust the entire time you're moving around it.
Survivors can only waste your time without throwing it because of the threat of throwing it, once it's gone they'll either flee the area immediately to another pallet or try to stay and get downed.
