But wasting a perk slot as killer to counter a perk almost no one uses (and when they do, it's usually not even needed) is just a bad idea.

No, the definition of percentage in DBD is like this. Your default stat is 10, reduce 100% mean you have 0, but if killer has perk that increase 50% mean it will plus 5. In total, you will have 5 now. It affect base on default number.
