For the people + Second Wind ??
Healing someone with FTP will count as a healing state for SW ??

Guessing that means that a syringe will also not count.

It doesn't. Ftp uses an active ability to instantly change health states. Second wind requires you to channel enough charges to fill a health state. Ftp works outside the healing mechanic, so it will not count.
