Then went back to old one, and I finally find survivors at my rank, and it was fun. Now I'm again getting in matches even with red survivors, and I'm still rank 14.
I totally understand what you said but i'm afraid that you're a little late, in a 3 years old game...DbD, as tons of other games, is full of streamers, progamers, tryharders, ragers and cheaters.
Personaly, i'm a killer main, i played it 2100 hours and this game turned very repetitive, cause its content is very light.
Add me if you want to train in "Kill your friends".

I actually bought the game in 2016, but didn't stick around long enough because it was very buggy and lobbies were dead aweful.
I recently came back after seeing the game was still around and had a thriving community and actually had a lot of fun at the lowest ranks.
Is the player base just to experienced and small to offer balanced matchmaking for new players?
I've played a ton of Counterstrike and LoL for example and barring the occasional smurfers, I never felt I was being asked to constantly punch above my weight
There is a pretty simple solution to this imo: base matchmaking on rank AND player level.
If you used to have a red rank as survivor/killer but currently deranked to low levels, it is safe to assume that you have a much higher player level than someone who just got to rank 15 for the very first time.
The player level literally shows you nothing but how many hours you played this game, so unless you are the worst DbD player ever, having logged hundreds or thousands of hours means you will have picked up some skills along the way.
Basing matchmaking on rank alone is just BS. By staying inactive for 2-3 months, you go from red ranks straight to noob tier thus giving you an incentive to not play so you can get games that are fun for you and extremely frustrating for everyone else.
I mean come on, what game incentivises NOT playing so you can be toxic to newbies once you come back??? It's just stupid.
I'd honestly prefer waiting 10 min for every game to getting games where you either die after 3-5 min as a survivor or getting humiliated for 25 min as a killer.
Adding a new lobby wouldn't be hard to do...a "new players" lobby if you will, where it checks if you have prestiged ANY character before you can enter. While this won't eliminate the problem entirely (if people choose not to prestige and stay at low rank they'd still get in) players like that are rare. It would take only the most toxic players to bother keeping themselves at rank 20 for that long.
Of course, if you suggest anything like this on the actual DbD forums, watch how quickly you get banned.

Take this as a learning opportunity, you just need to get good enough to fight properly at Rank 15.

ohh it is hell all right. They also tend to get very angry and abusive if the killer ends up getting a kill or two.
And then with good perks you will be able to survive longer in the game and try some different ways to play ergo improving your gameplay.
I know I should not say its a good way to play because you should start from the bottom and improve with time but DBD is kinda like it.

When you lose a game, ask yourself why. Try to identify the prolem, reflect sincerely what was giving you the most trouble. When you did that you go and look for help on that part, there are lots of guides on actually everything in this game all you have to do is get it in your head.
Don't be afraid to lose, losing is part of the game as you can not win every game. Don't become some sad toxic individual. Keep havin fun.

PS: I know my perks were kinda stupid. I had a daily as clown and I most never play him so I got next to no good perks.
