I would suggest not doing it and keep trying but if you really want to do it there is nothing stopping you really.

No, even this isn't the case. They legit will not do anything about suiciding on hooks, reports or not.
Even with video evidence, one could just chalk it up that "I didn't struggle fast enough" or "I needed to go" or some other excuse. Heck, sometimes I die on hook despite struggling because the game apparently doesn't register me mashing the key, or the game freezes for a second because spaghetti optimization and I die that way, too. There's a whole slew of reasons why people could die early in second stage and none of them have to be "'cuz I wanted to".
Theoretically, it is punishable - but yes, it is difficult to validate.
but it's their problem anyway...
Also, you can Alt+Tab and do something else. There are so many aura tracking perks and addons that you can leave tracking to killers. Let them do everything themselves.
