It's called LoadingScreen.mp4, and its under:
steam\steamapps\common\Dead by Daylight\DeadByDaylight\Content\Movies
The variable is in a file named GameUserSettings.ini
Set the value to 0, and set the file to read-only. The game will then always believe you have seen the latest news update.
If I remember, that's the one. I'm not sure, it's been a while. It's the only one that refers to news.
It's something in there, I'd test it but I'm not at home at the moment. Sorry.
In "C:\Users\[Your User]\AppData\Local\DeadByDaylight\Saved\Config\WindowsNoEditor" and the GameUserSettings.ini, find the line "HighestWeightSeenNews=0" and set it to "HighestWeightSeenNews=1" and you'll have no news notification. DO NOT SET THE FILE TO READ ONLY!
I believe it had to actually be changed to 1 because the line checking if you've seen the news has a "0", which is "false" in binary, so setting it to "1" is the equivalent of the game checking and seeing that you have seen the news.
FOR SKIP THE INTRO JUST PUT THIS LINE ON GAME.INI:
[/script/movieplayer.movieplayersettings]
bWaitForMoviesToComplete=False
AppData\Local\DeadByDaylight\Saved\Config\WindowsNoEditor\Game.ini
