Spies relies heavily on which map you get.
So does whispers, if you're in the middle of ;the game map; a survivor could be above or in any compass direction. Spies will show you where they are almost exactly.
spies is just explosions ASMR and it doesn't help you against immersed survivors who are actually hiding from you
Spies from the Shadows is countered both by calm spirit, urban evasion, and just crouching in general.
If you're skilled, you don't need spies from the shadows when you see a crow fly off in the distance or just coming in for a landing, you know a survivor is nearby usually, and whisperers can confirm that.
You don't generally use Whisperers to know where survivors are anyways unless there's only one or two left -- you use it to know where survivors are not in the area, drastically reducing searching time and greatly increasing your searching radius without needing to always look around every nook and cranny, and is useful at all points in the game. Any perk that drastically saves time is a good perk for killer, and Whisperers does that.
