Report a translation problem
Of course they did not use real skin for the movie but its still stitching. Its not rubber bands.. No idea how you came to that thought.
I thought it was stitching at first but it's not the same color as the rest of the stitching in the mask. After looking at more pictures it actually looks like a U shaped piece of metal that keeps the bottom lip open. Below is a link to a mask (Not the original movie). If you do a search for "Leatherface Mouth" most of the pictures are showing that U shaped piece of metal.

Anyways your main idea was rubber bands. That is simply not the case.
