How to get hope perk?

I know its a noob question but is it earlier or later bloodweb? Unless all perks are random I am not really sure? I need it for a challenge and I don't have it yet on PC. Thanks

It appears randomly in your bloodweb when you start levelling up your character.

So probably best to just level up all my lvl 1's at a time for the best bang eh?

Sucks because I just got Claudette to 50 and I haven't seen it yet.

Either that or you can level up one specific character.

You can either choose to prestige Claudette and level her up again and see if you'll get the Hope perk or just keep going through the endless bloodweb at level 50 until you find it.

So perks are random, but are any of them by chance more rare?
I have leveled 2 characters now to level 50 and I have not seen Hope at all.
Is this just bad RNG?

It might be bad luck, unless you already have it as a perk for that character; have you checked?
