Before the release of the Store, they had to make DLC packs, that if there was only a single item in them you wanted, you had to pay for the full package.
Before the release of the Store, the only way to get DLC characters was to purchase their full DLC. Now, the paid cosmetics allow them to offer us the ability to obtain all (non-licensed) characters for free with a handful of Iridescent Shards.
I'd much rather have the DLCs be cheaper then the skins. I have no interest in buying cosmetics, so their high prices don't bother me.
A Community Skin workshop is very unlikely to happen. Only way I could see it happening is if people submitted ideas and the developers chose which ones they would officially implement into the game.
