So I just tried as a killer in a custom game and I can't do it for long and I don't know if that's because it's harder or if it's taken out. The moonwalk only lasts for a few steps which is pretty much like not being able to moonwalk at all. It might be sustainable but I don't know for sure if it's by design or my lack of practice and skill at moonwalking.
3.5.0 Patch was not supposed to change movement but they discovered something that was slightly changing the way movement works and since it wasn't supposed to be used at all they included the fix in 3.5.1 patch.
Other than during the PTB has moonwalking not been possible, 3.5.0 patch made it slightly harder to do but still only slightly and 3.5.1 they fixed the error so moonwalking and movement is exactly as it was before the PTB.

--Fixed an issue that caused the movement extrapolation system (tested during the 3.5.0 PTB) to have a slight effect on Survivors movement (although it was meant to be fully disabled).
