Because buying characters separately with Auric Cells costs more than if you were to buy the pack with both of those characters so even if you want just one character from the DLC it's just way more worth it to grind those 9k Iridescent Shards than buying them with Auric Cells

The release date of 11 September is a SPECULATION. It's not confirmed or denied in any way.

The speculation came to pass due to the release time frames of Curtain Call: PTB release on Tuesday, Chapter release on Tuesday 2 weeks later.

It just happens to coincide with 11 September since the PTB was released on 28 August, which is exactly 2 weeks prior to that. And outside of imperial units, meaning in literally every country other than the US, Liberia and Burma, that day is not formatted as 9/11, but 11/9. Conspiracists may put their tinfoil-hats away please.

Can't really blame people for thinking that way seeing as the Wiki, in my experience, has always had correct info. Would have been better to just not put the date until one was confirmed or point out on there that it's speculation.
