What is the "passive phasing" of the spirit?

Reading addons descriptions I saw "increases frequency of passive phasing". What is this? There's a chance of phasing throught pallets and windows or what?

When she's running around her animation is "glitched" (if you saw her from survivor's persepctive you'd know what I mean).

This addon increases the frequency of these "glitches"

She basically looks like she glitches around when moving. It makes her movements harder to read and can lead to interesting mind games
