This was the EXACT thread I came in to start right now!!
Anyways, I am not looking for "BBQ, NOED, Agitation" kind of stuff, Perks that all Killers should use, I am more interested in Rin's Phase Specific Perks, so like, Predator+Stridor, that kind of stuff
I Know Tru3 uses her "Spirit Fury" on her, but, that is not really for her Phase-chase, it is just a good one for all Killers.
I am not really a fan of her own perks, they don't really help HER. You would think Devs would start making perks more catered to the Killers, like their addons, but... no
Haunted ground helps her pretty well i would say
Any exposed effect really as you can get quick hits with her power if you use it right
Bbq works really well as you can phase to their location relativly fast
Pop goes the weasel as you can phase to a key generator making the shorth window less of a big deal
Bamboozle as it eliminates a way to escape while you phase in to attack
Stridor is an obvious one but you will need to get used to it as it's a bit disorienting at first
Just brainstorming a bit here
M&A is really important to cover my presence overall, and to walk the remaining meters to a gen because your map mobility is really low as the Spirit. The remaining perks are all to snowball and save me a lot of time, because Spirit's kit is poor and limited, and a lot of maps are hard to deal with (too huge, open fields, strong buildings), you need everything available in order to shorten your actions or buy you time. If you find the "weak" target (there's always one easy to mindgame), you can stack Devour Hope and Pop Goes the Weasel and punish the strongest ones of their team.
Other perks that are great on her: Make your Choice, Blood Warden, Sloppy Butcher, Hex: The Third Seal, Knock Out.

Save the best for last helps me with her power, since you dont cover enough ground after a hit to catch up. With it, you can hit and go into spirit form immediately and save some cooldown on top.
And the usual Nurses calling for ambush hits, very effective as always.
BBQ last, superior tracking and spirit has mobility to use it.
Pop goes the weasel is great on her for the mobility and using the downtime, but not sure what to replace.
M&A combined with Sloppy Butcher is good because it makes her terror radius small enough that you can surprise survivors on gens or while healing.
Whispers is also very good on her because it gets activated while in spirit form and you can guess where the survivor is.
Distressing works good with a fast phasing addon.While in a chase,i make sure i am over a wall/obstacle and then i start phasing into spirit form. Because of extended terror radius,the survivor has no idea if i am right behind him in spirit form or simply over the corner looking for him.
Good thing about Devour Hope and Make your choice is that the game takes into consideration the distance from where your husk is ,not your spirit. You can be 32 m away and see a survivor going for a rescue,easy one-shot
She can leave hooks quick enough, the Haunted Ground can make for some quick early downs, BBQ tells you where to go after each hook, and once you hit 3 stacks on Devour it's basically GG.
