Killer: Bitter Murmur, Sloppy Butcher, Whispers, NOED (Could also be replaced by Deerstalker for slugging, Distressing for Doctor or others)
You mean the super base game perks or can it include free character teachables?
For survivor, I really love Premonition and Small Game, depends on if you want to find hexes or know where killer is. Self Care is meta. Nea perks Urban Evasion and Balanced Landing is pretty great, tho Balanced Landing is situational. Quick & Quiet, Sprint Burst and Adrenaline also great. Iron Will, Borrowed Time, Unbreakable also great. Kindred can be great especially in SWF. I love Lightweight as well.

Premonition, Small Game, Lightweight, Iron Will, Borrowed Time, Unbreakable, Adrenaline, Sprint Burst, Quick & Quiet, Balanced Landing, Urban Evasion, Self Care.
These aren't really working together, so chosing the best ones out of these useful perks depend on the situation as well as your playstyle.
EDIT2: I would do Premonition, Urban Evasion, Self Care and Sprint Burst/Balanced Landing
Enduring, NOED, nurse's calling, sloppy butcher/whispers.

Self care (Claudette perk), Balanced Landing (Nea perk), sprint burst (Meg perk), dead hard (David perk), Borrowed Time (Bill perk), Bond. (Dwight perk)..
NO SURVIVOR PERKS #NOHATE
- We're gonna live forever (for them bloodpoints y'all)
- Self Care (for them heals y'all)
- Sprint Burst (for them escapes y'all)
- Iron Will (for that stealth y'all)
But I could definitely replace WGLF or Sprint Burst with Plunderer's Instinct to get nice loots to use in-game.
And for killer, it depends on which one, but for any decent free killer bar the Nurse, I don't think you can go wrong with these perks:
- Enduring
- Brutal Strength
- Nurse's Calling
- Sloppy Butcher
Or NOED if you really want an end-game perk, although the idea is to keep constant pressure on the survivors as as much as possible with a build like this. You'll probably snowball into a win if you can get some early hooks.
