Will i get the lunar new year event's feng min outfit, if i unlock her now?

That shirt got unlocked for everyone once the event ended. It didn't require any personal goals to be completed.

It's unlocked for everyone. Even players that bought the game after the event got it. It was basically added to Feng Min's default customizations options.

If you wanna see it for yourself, then go into the store section in the game, choose Feng Min, and click on the Catalog icon. There, you can see her outfits for yourself. Just make sure you click on the filter icon and select "show all outfits", and it should show there.

It unlocked for everyone but I have no idea if you'll get it for buying Feng with Shards or Auric Cells.
