What is "Passive Phasing"

It's a visual effect that triggers randomly whenever the Spirit isn't using her power. It emits a low pitch sound and makes her a bit harder to track due to increased transparency and the illusion of freezing and short distance teleporting. This can only be seen from the perspective of a survivor in-game.

Dried Cherry Blossom and Juniper Bonsai affects what Survivors see, hence the reason it does not seem to do anything during a trial as the Killer. When chasing a Survivor (while not using Yamaoka's Haunting), The Spirit periodically leaves a "phantom" of herself which creates the illusion that she is teleporting step by step. Those Add-ons makes that occurrence more hectic.

I imagine the point is to make it confusing for Survivors to keep track of the Killer, specifically when looping Pallets or playing mindgames in general.
