Why bamboozle has no cooldown?

I am trying to grind out the shards for clown so i can get bamboozle and PGTW on my Billy Boi. I want it so bad.

a cooldown. what so that you can abuse windows over and over again? it makes it so you have your change your strategy the perk was designed to counter infinite looping on windows that people exploit the hell out of. its fine as it is. plus theirs always other windows to be abused so no cooldown is needed. survivors have had it easy for years in this game just because you cant loop till the cows come home with it
