In the past, if I recall correctly it’s always been 00:00 UTC of “x” day.

They said the event is July 5th.

I’m in Germany, so 00:00 UTC July 5th would be 2:00 AM July 6th.

24:00 July 5th -> 2AM July 6th
There is a difference between 00:00 and 24:00

So the bloodhunt should already have started.

Yes. My guess is 19:00 (7:00PM) July 5th CST (Central USA), 2:00 AM CEST (Germany) time.

I am not 100% sure, but I always remember it being 00:00 UTC on that particular day.
