It's mostly helping survivors tho.
It's a good example about how this game has been designed in the first place :
What helps survivors, do help survivors, and what helps killers, do help survivors too, just in case.
And Pig. And pretty much any killer since you can't see where he is coming until he is already close, if he sees you you get hit sooner.
Monitor and Abuse on an already small Terror Radius Killer can make for some interesting gameplay. Used them a couple times on my Hag to great effect. I'd imagine Michael Myers, Amanda, or Freddy could use this effectively as well. Trapper with dark add-on + this is actually good as well. Unless they're running Small Game, Survivors have a tendency to hit the traps more often.
There are probably other uses, maybe a stealthy Billy in some form to seriously mess with Survivors rather than a generic meta build. I doubt it's a whole lot of use at high Ranks, but mid-low ranks, where people are still working on their skillset, they are fun sometimes.
On the Survivor side, this can help in places like Autohaven where you have a large open area that can be difficult to stealth around. With proper clothing, you can blend into the environment better and avoid being sighted. I did notice that The Game and Lery's have fog effects (can't remember if Lery's had this before) so they look pretty cool with them running.
