Why people are not playing the clown at all?
Seriously the DLC was released and I had just 1 game against the clown. What is happening?

Mainly because people are still farming shards to buy him and there are not many willing to spend real-money into buying a killer.

I haven't played clown yet, but doesn't his tonic thingy help stop looping? You just throw some poison at the loop, and it slows them enough for you to catch them. Right?
The Clown carries 4 tonics, afterwards he has to reloads; when the tonic hits an object, it explodes into a gas that inflicts the following if a survivor comes into contact with it: slow movement speed for 2 seconds, forces the survivor to medium vault, and the survivor has impaired sensory processing (blurry vision and sound is messed up).

An effective way to play him is to throw the tonic at both sides of the pallet BEFORE the survivor begins the loop. That way the survivor is slowed while moving, and has impaired vaulting speed. This gives him an advantage at unsafe pallets, because he can approach from either side and catch a survivor afflicted by the gas. It can also be used to slow a survivor before he/she vaults, which gives the Killer more time to catch up to the survivor. I would argue that the Clown is the most effective at deterring looping at the Killer shack. Check this recent video by TrueTalent for a general overview of the Clown's strategy.

Besides that, his power is largely useless since the AOE of the gas and slow penalty are so minimal that it is not useful in an actual chase.

His power, in essence functions similar to the Doctor's shock therapy, but the Doctor flat out prevents a survivor from vaulting or dropping a pallet for 2.5 seconds. Mastering shock therapy at pallets/windows is more challenging than using the Clown's tonic, but it is more definitive at deterring looping, especially at safe pallets.

Perfect articulation of why the Clown is a solid killer but still a weaker Doctor.
He's not top tier so he can be pallet looped like the rest and he's free so why wasting money when you can get him via ingame

So, would you want to play a weaker Doc or play the Doc himself?
The doctor CAN NOT stop pallet looping, if a survivor is looping optimaly and hugging the debree, the doctors shock therapy slows HIM down enougth to the point where he isnt gaining any distance, he can only stop window loop useing his power and even then he needs an addon for it to be good with anthing but the shack or cow tree.

The clown with the right gas placement can gas the other side of the loop, opposit the pallet as he is chaseing the survivor, this often leads to hits and if not a hit he tremendously shortens it, he can also still counter the shack loop just like doctor by useing one of his own perks, bamboozle.

Most people have not realised you should be useing the gas in a loop and not throwing it at a survivor from a long range, although this can lead to hits it is less reliable than throwing them over a loop..
Because most people are tryhards. Why do survivors always carry the same perks? Because everyone is tryharding.

Obviously the clown compared to Billy, Nurse, Huntress, Doctor etc is... a clown.
If they just make one more actually frightening killer (not some destined to be middle of the road killer, they knew they were going the weaker route when they made him because originally he was going to be a napalm wielding killer) then killer mains would stop crying. These devs have their heads up the idle asses
