He raised the bar from majority so over 50% to 40%.
So if you don't dc 40% of games you will not get banned.
So it's very likely to currently be lower than 40%.
I hope he give us the new percentage so it get even lower X)
If someone is willing to ragequit, dc or pulling the plug 25 % of the time it's more than enough.
He does it in a quarter of his games, so if he played 100 games, there are 25 matches that he didn't finish - 25 Matches, where the other three survivors had to play with a handicap. The same by the way counts for the killer side, and I am not talking about dodging a lobby, but real DC or Ragequits.
Some of the "new kids on the block" have a tendency to DC after they see a specific Killer, and it's not always the new ones, but also some of the original killers.
25 % is already a lot of tolerance because of involuntary DC's because the Internet might have gotten a bad case of cough in one or two games, or real pressing RL issues that might have suddenly arisen.
Ragequitting is a stupid habit, born out of anger, entitlement and arrogance - the ragequitter puts his own fun above the fun of everyone else in the game, he's abusing the time and goodwill of the other players and thus contributes to the general toxicity in this game in a really big way. He's not minding the fact, that by leaving the game early he's actually ruining the fun for the other players.
Ragequitting has a great impact on the game, therefore it should be handled harsher than it is now.

A bad review can removed by Steam if the reviever has a history, and a fitting attitude to it, Steam did this in the past - including the appropriate community ban and account removal if the person is kind of serial.
On the other hand, no one sees a big deal and harm in just moving on - like people did with Evolve and other online fails.
I'd say if the quits reach the 10% (at max) mark they should be banned.
I agree - 10% is more than reasonable, I really hope they will use this percentage...
Well, well... I actually gave it a helpful - now we just have to wait and see.
One thing I have to add, giving someone an information isn't a threat - it's giving an information nothing more. It might happen, though probably it won't. Steam sometimes looks into the abuse of both community and reviewing (recommendation) system. For something to happen your recommendation was too tame, to get a note. I have seen Recommedations of other games, that were a lot more spiteful, that really got removed.
I also have a good deal of negative recommendations on my sleeve, but I make valid arguments in them - not doing them out of spite.
You seem to not know what a wall _hack_ is. You describe parts of the game like perks survivors can use to sense or see the killer through walls. If you not agree to the game and its rules, why are you playing it? If you want to play chess you cannot apply the rules of other games and argue with them, Dead by Daylight has abilities to see through walls, no hacks required.
