Are Hillbilly / Leatherface immune to Borrowed Time?
I saved someone off the hook & my borrowed time proc'd, and hillbilly got me with his chainsaw and down I went anyway. Same with Leatherface, I saved someone and his chainsaw downed me after my borrowed time proc'd, and I was fully healed too. When HillBilly got me, I was injured, i don't think it makes a difference.

Note: when I say proc'd I mean when the symbol shows up saying that borrowed time is activated when you get someone off the hook.

Probably a bug. There is a thing with timers that they show the time incorrectly (for example I still have like 4 seconds of BT trigger timer and get smacked to the floor anyway. If you get hit fast enough, there is a chance to get downed.

No, they are not.
Leatherface can hit you several times (at least in theory).
Billy only once.
If BT applies correctly, they shouldn't be able to down you

There is a tad bit of a bug with borrowed time against chainsaws. even if you managed to pull someone off the hook, you can still get downed if you are the saver, because the effect won't turn on until the hooked reaches the ground.

How do I see the timer?

Well, I'm giving a rough estimate judging by the notification circle.

Oh, I thought there was a timer somewhere. My only guess is that I was downed after the timer was over. They were definitely off the hook before I got hit.

Leatherface and billy are not immune to bt , however they can insta down the rescuer before he can use it...
It could be the "timing" of the hit : i know i already get down by a freddy as i have bt who was activate with the icon and was still runing. I would say a bug.

Leatherface has the ability to hit you twice with the same chainsaw attack, so if he does it right he can hit you once to proc BT, then hit you again while BT is active (at least) a second later.

LF can hit you twice with his swings, but you get a speed burst anyways to dodge the second hitting swing, unless its those pretty fast last swings at the end of the charge.
