1 second to reset it is plenty of time in a few loops, especially if there's pallets back to back and the killer is breaking one of them.
Hell, 1 second is enough to stun the killer and reset that pallet. 2 seconds could be enough on dedicated servers too based on the ping.
3 seconds is nigh impossible in most loops though.
Or any well placed pallet ofc.
If you had a SWF group, and baited a killer a bit, it might work, but even if that works once it won't again unless he is retarded.
Also most killers break the palettes so it's rare there is one to flick back up.
All in all the perk sounds scary and abusive, but until someone finds something the devs have not already thought of, it seems fine if a bit useless.
The killer unless an idiot, will always break the major palettes.
Otherwise loops are either too small or not worth the effort.
I see an use of this perk only on unsafe pallets that usually won't get kicked.
