When I'm feeling cheeky, I'll run Insidious, NOED, Remember Me and Bloodwarden on Nurse. I'll blink behind a gate and wait out the entire match. Once NOED pops I murder em all. Point and pip wise it doesnt pay off at all, it's more for the laugh factor.

Wraith works too if you just stealth.

Personally i like stacking all the perks that make your terror radius massive. Monitor and abuse, distressing, agitation, and if you really want to mess with them, insidious.
