I mean A tier is fine. not sure if he counts. He doesn't have a tool that helps him end a chase which is usually the big deal with A and S tier killers. If he doesn't stalk or get a hit on an exposed enemy hes just a guy with a knife.

he's normal killer speed though... and he cant instadown you if you look at him and you can still loop him easily and if youre good enough you can just loop until the instadown wears off

No, he's 4.6 meters/sec, 115%. There are addons which increase his MS however, and don't forget about PWYF and NOED.

well killer in general isnt easy on high ranks but billys power is very easy to use and its really useful

He aint fast, his lunge range is ♥♥♥♥♥♥♥ broken though. From both perspectives, it hits when it shouldnt (well technically it should, but the animation is retarded)
