what do perk colors mean?

i have a purple sprint burst and a purple adrenaline

but the sprint burst has 2 white lines while the adrenaline has 3

what does it actually mean?

Really means nothing in the long run. But it is the perks “rarity” even though there’s only 3 (uncommon, rare, very rare)

2 white lines mean tier 2 perk, 3 white lines mean tier 3 perk. The reason why you have 50 secs of exhaustion on SB with very rare perk is that sprint burst's starting rarity is green, so rare, devs made it to get the 2nd and 3rd tier with very rare rarity, that's basically it. If you'll have 3 white lines on SB, it'll cause only 40 seconds of exhaustion

if the perk is uncommon legedary or rare ... but those 3 stripes on the perk are what lvl is it 1 stripe 1 2 stripes 2 etc...

yeah tbh the really important thing is the tier (the stripes)

The amount of lines next to it is the ‘tier’ of the perk as explained above, the colour only affects the rarity of the perk appearing in your bloodweb and how much it costs
