How do Freddy's blood palettes work?

Haven't seen the stream, but I'm reading the various threads about his rework. Correct me if I'm wrong, but Freddy will be able to place fake palettes that survivors, fully asleep in the Dream World, can attempt to activate, which will then turn into blood? Does it stun them? Mark them in some way? Just a momentary delay so you can catch up? From the way I'm reading it, it sounds you need to know both the map and survivor routes to make any use of them, as well as foresight in placing them.

From what i can tell it's a free hit on a survivor if they are looping that fake pallet and try and hit you with it though just like with doctor's fake pallets though survivors will not be able to tell until they drop it. I imagine windows of opportunity will not work against it seeing as it shows up the doctor's fake pallets in the aura but doubt people would even run it anyway seeing as it is a pretty trash teir perk if it does not show those pallets as the chances of getting freddy will be pretty low in theory.
