Furitive Chase ( Ghpst Face perk ) It basically will switch the obsession to who ever unhooked the obsession.

Also if you had DS.. and used it without being the obsession. The obsession would switch to you.

Could simply be a bug. Its DBD after all.
DS only increases the chances of the user becoming it, although when DS is used, the user becomes the obsession immediately.
Or...
now, is there always an obsession in every game, regardless of perks?
This is what's written on DS:
*Successfully stunning the Killer will result in you becoming the Obsession.
*Increases your chances of being the Obsession.

I don't know if all other Obsession perks say the same, or if there's some that make you the obsession 100%, you'll have to check.
Pretty sure Obsessions only exist if either Survivors/Killer have 1 perk that specifies it.
I'm kinda new to the game, but i'm pretty sure this clarifies all your questions, unless there's more stuff i'm unaware of.
Otherwise if more than one survivor has a obsession perk.. Then its random between those ones. In that situation the other survivors cant have it unless.. Once again. The perk I mentioned from killer is being used. If the killer is not using said perk. But more than 1 ds user is in the game. Then once triggered the DS will cause the obsession to change to the person who just used it IF they where not currently the obsession.
so, to become the Obsession, you have to start the game not the obsession?
I did a search of all the patch notes and there is no mention of the obsession being applied to someone without an Obsession perk

Well unless its a bug obviously.. As I already said in a previous post..
No, you're wrong. Ever since DS got changed they also changed how the obsession works. If either the killer or at least one survivor has an obsession perk one of the 4 survivors will randomly become the obsession.
So, as it was said if the killer has no obsession perk but one of your teammates is running DS for example, there's still a chance you are the obsession at the start of the game.
I don't remember if they ever commented on it but I'm pretty sure people have been asking the devs about that when that change got released because it caused a lot of confusion.
It's another case of them forgetting to mention it in the patch notes.
