To unlock non-licensed killers (or any character that's DLC), you use Shards in the store to unlock them. You can also access the "Shrine of Secrets" which has a rotation Teachable Perks if you don't want to buy the DLC or character that has the perk, you can find it here sometimes.
So if you, for instance, want to play the Spirit without buying the DLC, you can find her in the store and should be able to unlock with Shards. It will likely take quite a few.
Sometimes all people have are their bought escapes from the day-to-day. Video games are basically the only hobby that lets you completely leave yourself for a while, and that becomes even more essential when things are hard.
We can't make it free, but we should be understanding of the people that just need to get away for a little while, and video games are the cheapest way of actually accomplishing that.
I'll repeat myself: if you're struggling that much with money then wait until you aren't or wait for sales. Devs are not going to ruin their profits when their products are dirt cheap, or can be obtained in-game, because of some peoples financial problems.
While some killers and survivors, specifficly ones that are from horror movies like Freddy, do cost you money to get, all the killers and survs original to the game are purchasable via blood shards you get via leveling up your "devotion" level. Same goes for any perks in the game, which can be gotten from the shrine of secrets in the store, which has two killer perks and two survivor perks that change weekly.
The blood shards you get per level start out low, but you level fast. After a while you will slow down in leveling, but you will be able to get a cap of 300 shards per level.
To unlock any single character in the game costs 9k shards. Perks cost 2k shards each, unless they are a perk from a recently released killer or surv, then they are a bit higher.
Basically, just keep playing to unlock what you want over time, or spend a little cash here and there to get the killers you might really want. FYI, Leatherface is a bit cheaper than the other DLCs and comes with one of the best perks in the game for killers, BBQ and Chilli. Might be worth buying him and unlocking the perk for all killers just to make the game and grind easier for you.

28 hours of fun is easily achieved without spending anything I played to 130 hours before buying my first dlc and it was for killer because tbh the perks from buyable survs arent p2w or anything
