Why does Bubba when he uses chainsaw sounds like hes crying?

Bubba is sad for killing people :( He just wants to hug them but they are scared of him so they escape, but Bubba gets angry but he cant hold it the demons inside of him wants revenge so Bubba must kill. Bubba never will get hugged :(

Bubba isnt pig. Hes human covering his face with faces of other people. Thats why hes called Leatherface.

He does make those noises in original movie. But it doesn't heard easily due difficultys of making a movie on 1974. You may watch 2013 movie which is continuation of the 1974 one. You can hear it louder. He is making those noises because of the fear of failure , so outsiders will cause trouble to him , hurt him. In few of his add-ons it reads "Scratches cover the Chainsaw's body, caused by a searing blade. Memories of reprimands fill its holder with the fear of failure." So when he see a survivor (outsider) he gets mad and wants the threat to be elimated. You can get more information in his lore.
