No, not precisely, you're assuming lockers are always convenient given the current situation, sometimes it's not convenient to hop off whatever task you're doing to go hide in a locker, I've even had situations where a locker was not immediately accessible, nor is it fun to hug a locker every time someone goes down. And with Nurse's, it's not anything to do with terror radius, it's 28 meters at it's highest and that's not taking into account the handful of stealth based killers. Not to mention the new Undetectable status effect.
Yeah that's what I thought, it's just sometimes you have that one person who completely doesn't know how to escape a chase and that makes your perk activate however many times within a short time. However, I think distortion wins, I guess I kinda forgot that SS was a measly 24 meters at level 3, I don't remember being that useless but now I see why.
