The Rake/Claw/Paint are a common delight to use as messing with Survivors with the Pallets is always good. I say the Rake is best, as it's the cheapest, most common of the 3, and even if Survivors know you run this, they typically won't mess with pallets when there's more important things to do.
The Rope and Chain are good, but unfortunately need Survivors sleeping, if only one is asleep, the debuff is weak. You could pair this with the Paintbrush to help maintain a consistent and large debuff, at the cost of not using Pallets.
The Nancy Drawing and Masterpiece I think don't have a very noteworthy impact on your teleporting cooldown so I don't use them much.
Kids Drawings, incredibly weak, but with a Basement Freddy build, very useful!
Class Photo. On paper it sounds good, but I don't like using it much
Dresses, very nice. They're gonna fail skill checks on purpose to wake up so you can use this to punish them for it.
Pill Bottle, oh sweet Jesus...the absurd situations I had thanks to it, getting Survivors to run right into me. Very fun, but too rare to consistently use.
The Blocks...they're okay. Just okay.
The Black Box, it's probably the least useful item imo cause yeah you keep 1 asleep all game. But you could just sleep them with a slap or time, use the other addons, they're better.
Now Combo's. Believe it or not, I usually use the Rake by itself, no second addon. I might sometimes pair it s dress, but rarely need to.
Kids Drawings is good cause you can use the pools of blood as alarms for when you drag them to the basement, teleport to the nearest gen and ambush them. This meme build could synergize well with Paintbrush, but I don't like using the more expensive addons for ♥♥♥♥♥♥♥ around.
Iron Grasp, Agitation, Monsterous Shrine, and BBQ & Chili.
First 2 perks to help haul that booty down below. MS cause it's a Basement focused perk, and BBQ to earn yourself points while playing, course it also helps find Survivors. If you unlocked Huntress' Perks, I'd replace the MS with Territorial Imperative, this will reveal the aura of anyone who entered the Basement and give you a visual of the perk turning red, making the use of Kids Drawings optional. MS even for a Basement build isn't really good so you can replace it with anything really.
Addons, I only use one: Kids Drawings. Makes your Snares ineffectual with hindering, but you plaster the basement stairs with it and you have an alarm system to tell you someone went in there, also giving you an extra 200 points for being triggered. It's a joke build that has a very low cost so winning/losing won't cost you much of anything. Your Offering will be the only valuable thing.
Freddy has a special advantage with a Basement Build in that if a Generator is ontop of, or near the basement: He can teleport to it the moment one of his alarms go off, making it very easy to ambush the Survivors, often negating Borrowed Time as you typically teleport just after the unhooking. If I remember correctly, there's almost always a generator near the Basement, and because of this advantage, it's the one you do not want them to finish.
Of course Hag could pull it off too thanks to her traps, but Freddy is much faster on foot.
