Is Doctor scary?

I really want to play the scariest killer. I think it can be more fun to scare the survivors than kill them and piss them off. It feels like Doctor was built around being the scariest, so you would assume he is the scariest, right? I kind of believe that, but I heard a lot of players saying Myers was creepy, but all he does is stand around and scare you when you finally notice him. If Myers is indeed scarier, if I run the addons and offerings that focus on scariness over effectiveness, would it make Doctor scarier?

In my opinion Hag is the scariest due to her traps.
Ghostface also has spook potiential, along with Myers with the right add-ons and perks.

The spookiest Myers add-ons is probably scratched mirror and dead rabbit, along with monitor and abuse for literally no terror radius, and start pulling people off gens like crazy.

Doctor doesn't feel scary to me. But if you really want to startle someone, play as Myers, Ghostface or Hag.

Demogorgon's super creepy.
Especially his music,
And the fact that he can lunge really far. and Teleport like Hag.

Hex:Ruin(Scary because when you first see hex:ruin activate your like "♥♥♥♥♥! We need to find that totem or we might all die" and Hex:NOED When it pops your also like "♥♥♥♥♥! We're going to die to the InstaDown" Hex:Haunted Grounds (Well, ♥♥♥♥, I cleansed Haunted Grounds now Killer can instadown for 60 seconds, and Devour Hope(Super Scary when you realize he has it just as he gets 5 stacks.

Scariest Offering: Ebony Memento Mori
(Scary because you don't know if your all going to escape once the first dude gets mori'd.)

Yup, this is the spookiest build for survivors. Lots of them turning around and seeing you rapidly approaching and pooping themselves manually.

Doctor is probably one of the least scary killers.
The only killers that have ever actually made me jump are Myers and Pig.

and sometimes Hag when you run over a trap.
