How do you get noed?
Is it in a killlers bloodweb or do you need to buy it from the steam store?

Keep in mind that at lower ranks everyone will screech at you for using it, at mid-ranks they'll laugh at you for trying to use it, and at high ranks all your totems will be gone within about 45 seconds.

It's total RNG on whether it appears in the Bloodweb, regardless of which Killer you're leveling up.
