And yes the Intel HD 4600 can run this game, not great, but it can run it.
Games on DX 11 are architectually mapped for specific hardware - this one included - for optimization purposes. DX 12 basically skips all of that optimization and streamlines this too for programmers if they know how to write the code.
(It looks like yours is outdated)
Obviously install and reboot your computer, if it doesn't work put this into the launch options for the game d3d11_UE4Features
DX isn't a driver. It isn't backward or forward compatible he has likely updated to Win 10 and lost the DX 11 API.

I dont know what kind of hardware you have - but it has to support the DX 11 - try to change the properties on the game for launch options to -dxlevel version 11.
Open Steam
Go to the "Library"
Right-click the game which needs to be reconfigured
Select "Properties" from the menu
Click the "Set launch options..." button
Remove any launch options currently shown.
Type one of the DirectX level launch options specified below in the box
DirectX Level Launch Options
-dxlevel 90 (DirectX v9.0)
-dxlevel 81 (DirectX v8.1)
-dxlevel 80 (DirectX v8.0)
I think 11 is -dxlevel 110 or 111
The intel HD 4600 supports DX11, OP has an outdated display driver that might fix the issue, if not the launch command I suggested they use to fix this is from another thread from the developers.
From what I am reading it doesn't even support DX12
