Glowing outfit?

hey guys how do i get that outfit where my body is light shiny and glowing yellow/orange ?

You can't.

They are exclusive to people who prestiged the respective character by the 24th of November.

It's not possible to get them anymore.

You cant' get that anymore. That skin is called Legacy prestige.

Im sure there is a bug to equip it.

You can't ever again anymore. It was a special thing for all those that had prestige skins before the patch that made it easier to level a charecter

It's to provide more challenge to the game.
Even if i wear it some killers are just too blind to see me.

As a killer who plays on the lowest/fastest graphics, I can confirm that you don't see the shiny outfit until you're right on the survivor's heels. Killers with higher graphic settings can see them sooner.
