You should be able to get decent frame rates. Only one way to find out, buy it, try it, if it doesn't work, get a refund.

im playing using r9 280x + FX 8320 on ultra with 40-60fps.

I'm using an AMD FX-8350 and a Radeon RX 480. 40-55FPS as survivor, 15-30FPS as killer. Makes it really hard as killer. Please note that performance heavy games (like GTA V, Warhammer Vermintide, Shadow Warrior 2) barely ever get below 60 on my machine.
This is one of those games that behave very differently on machines with the same setup, so I'm afraid we can't promise that you'll get a 60FPS experience. Still worth the money though, even for FPS fanatics.
