The Streamers +100%bp which you often see applies to all players,
as well as some of the envelope offerings.
The Sachets are for personal effect on its user.
Birthday Cakes and those flowery baskets are similar.
Once you start the match, the offering is taken away, effects are seen at the post match tally,
with a + XXXX bp from what offering.
If the offering is opposed and unused, suppose they are returned to you.
Hardly notice actually.
there is a bug though where if you have an offering equipped before going into a lobby, it won't be used. so you want to apply the offerings in the lobby before the game starts.
also offerings will specify "for all survivors" if it works for all survivors.
Some offerings like trying to influence which map you go to, don't always burn. For example, a Killer can only go to a map that the Killer has access for. If you don't have access to the Halloween DLC, and can't use MM/Laurie, you can't go to Haddonfield as the Killer. They can still go to Haddonfield as a Survivor, just not as Killer. If people burn 3 offerings to send them to Haddonfield and the Killer can't go, they won't burn, and be wasted.
I think moonlight offerings can counteract one another and not burn sometimes as well. There are a few instances where offerings just don't burn.
That was a bug and has been fixed weeks ago.
