Billy's got great map control, ues his ability to move around quickly to your advantage. Use the chainsaw only if close to the survie. Survies will try to dodge the chainsaw by circling around you and often know the right timing to jump out of the way unscathed. To counter this, delay the chainsaw attack by not filling the revving meter fully right away but by keeping it on the edge until you have a clear shot. The chainsaw has the ability to shred through pallets instantly. If survies are far always remember the chainsaw is a magnificent tool to quickly close the gap. This can also be used to counter certain infinites spots such as this one

On the left and out of the shot there's a window: if the survie's running there, rev the chainsaw to beat him to it. Dear ol' Billy is great at intercepting survies
