Unnerving presence counter against Desisive Strike?

If unnerving presence makes skill checks 60% smaller, does it trigger on DS?
And if not, it would be a nice counter, because I still encounter 4 people with DS which can be pretty annoying.

2.Use unnerving presence.
3.Down the ds user after putting them in madness 3.
4.What Decisive Strike?

Out of downing 30 ds users with this set up only 1 has managed to successfully use DS on me.

you use spine chill in both images, you need to replace those, spine chill reduces success skill zones also.

Oh my bad. Didnt think about this.. but to compare it, just take 1 mm more
and spine chill is not active on ds is it?
