There may be a way to change it in the game files, but I'd recommend against fidling in there.

You should see a file named "GameUserSettings.ini".
Adjust the line that reads "ScreenResolution" to a value that works for you.
Make sure that "AutoAdjust" is set to "False".
If you want to play in windowed mode then do not switch from full screen in the in game menu (this will reset the resolution).
Change the line that reads "FullScreen" to "False".
Set line that read "FullscreenMode" to "1"
then save changes and set the GameUserSettings file to "Read-only" (otherwise FullscreenMode will get set to "2" and you'll have to change it every time you launch DbD).
I and many others use modified settings and no one (to my knowledge) has been banned for it, so you shouldn't have to worry abou that (in case you were).

If it's in windowed mode then it resets the resolution.
There is likely a way to get the resolution to stay low in windowed mode, but I don't know how (figured out the issue and updated my original post).
2) Under "[ScalabilityGroups]" there's a value called "sg.ResolutionQuality".
ResolutionQuality and ScreenResolution are two separate settings. Some people make that mistake so I figured I should mention that just in case.
3) Near the bottom of the file there's a setting called "FrameRateLimit", you should adjust this if you can get the resolution to change but the frame rate doesn't improve (set it to "0.000000" to disable it completely).
4) similar to number three, there's a setting called "bUseVSync" which you may want to set to False. Again, this is only if you can get the resolution to change but the frame rate doesn't improve (turning off VSync is only needed if you're trying to go above 60 fps).
That resets it.
It's based on your monitors resolution and the scaling percentage of icons and apps in your setings.
I run at 1440p at 100% (Used to be 125%)
Once i noticed that the icon/app scaling option in windows settings affected this my game looked SO much better after putting it to 100%
Because I assure you it will not provided you set AutoAdjust to false and don't change between full screen and windowed mode in game.
As for adjusting the scaling, yes this will improve how the game looks (somewhat), but I'm talking about making the game look worse (lowering the resolution) in order to increase the frame rate.
It is also true that you can lower your monitors resolution to increase frame rate. However, you can already decrease the games resolution to such a point that it becomes nigh unplayable, so lowering the monitor resolution seems unnecessary.
Unrelated, I figured out what was going wrong with the windowed mode and will adjust my earlier post.
