This feels like it belongs in the off topic section.
But let me jump in here.
The only 2 cases I've seen of the french being hated is in monster hunter due to a vast majority of french players using 1 weapon incorrectly was a thing.
And as a meme about surrendering.
Sadly this meme isn't dead yet.........

I can't know if they are toxic. They never speak english. :)) but the have a huge ammount of rubbish gameplay with them and a ton of lag, that's for sure. They are the only ones that are still face camping..
